The paper investigates the fundamental factors that influence industrial clusters, which are namely Transportation Cost, Scale Economy and the externalism of Project Marshall. Agglomeration curtails costs by distance, in contrast, distance will change the center of concentration, or lead to the differences of core and periphery. According to the experience in China, the impact of distance is of significant importance in the opening up and reforms as well as the gap between the eastern, central and western regions. International experience suggests that poverty-stricken countries are generally isolated from the world economic center, demonstrating the impact of a country's distance from economic centers on its per capita income.
