摘　　要： “棘轮效应”会导致政府对政策性垄断产品客观定价机制的失效,而转型期经济对局部政策性垄断存在无可避免的依赖,如何发现政策性垄断领域的真实成本水平是公共管理中的一大课题。通过政府主导下的投资主体多元化和经营权的竞争性投标相结合,改变单一政府垄断的格局,可以在政策性垄断行业中建立真实成本水平的市场发现机制,使转型期的政策性垄断纳入良性的经济发展轨道。 Ratchet effect' results in government invalidity in the objective price-making mechanism to policy-monopolized industries.The economy in the reformation period cannot avoid relying on partial policy monopoly.In public administration a substantial subject is how to discover the true level of cost in the policy monopolized industries.By combining plural investing entities with the competition of submitting a tender for the right of doing business in these industries, and changing the framework of unitary government monopoly, the market mechanism for discovering true cost level can be made up in the policy-monopolized industries, and the policy monopolies in reformation period can be led to a good economic track.
