摘　　要： 道德、政策、法律作为实现社会目标的三大控制机制,相辅相成,缺一不可。公民道德建设离不开政策保障,政策以其利益驱动机制和公共权威为公民道德建设提供价值导向和坚强有力的外在支撑。各级政府在制定政策过程中,应根据我国社会主义初级阶段的国情和社会主义市场经济建设的要求,不仅要关注经济和社会事业发展的需要,而且应充分考虑社会主义精神文明和公民道德建设的要求,努力为公民道德建设提供富于实效性的政策保障。 Ethics, policies and law are three indispensible operating mechanisms which complements one another in achieving social aims. Policies with their benefitprompting mechanism and public power provide citizens with value guidance and external support in citizens' ethic construction. Governments of different levels make great effort to provide citizens with practical and effective policy insurance in citizens'ethic construction by satisfying not only demand of economic and social development but also socialist spiritual civilization and citizens'ethic construction in accordance with demands of national conditions and socialist market economic construction of China.
