摘　　要： 20世纪90年代以来,伴随市场经济体制改革的深入和高等教育供需矛盾的突显,大陆高等教育领域逐渐引入市场机制,成本回收理论成为解决高等教育领域财政危机的主要对策。尽管高等教育成本回收政策的实施,在一定程度上改善了高等教育体系的公平性,但从教育财政公平的视角来看,在贷款等配套措施不健全的情况下,高校收费仍会导致教育的不公平乃至社会的不公平,必须设计和完善各种相应的配套措施。 Since 1990s, market mechanism has been introduced into higher education in China's Mainland with the thorough reform of market economic system and the emergence of conflicts between demand and supply of higher education. Cost\|recovery theory becomes the main counter measure to solve financial crisis in higher education at the same time. The application of cost\|recovery theory did improve the equality problem existed in higher education system to certain extent, but from equality perspective of educational finance, to charge fees in higher education may still lead to inequality in education or even in the society, especially under the condition of incomplete credit measures. Thus, we must launch relevant complementary measures and perfect them as well.
