摘　　要： Decision model for incompatible problems is a difficult issue in knowledge-based systems, which is current-ly being focused by the artificial intelligence and management communities. Extension set is an emerging set theoryfor solving incompatible problem systems. Using extension set theory, this paper presents the formal conceptions ofstrategy and key strategy, establishes their matter-element models, and gives the strategy development method.
