摘　　要： 西部大开发是一项宏大的系统的社会工程。在这一宏大的工程中应充分而合理地发挥政府 职能,把政府行为和市场经济原则有机统一起来,使政府在西部大开发中合理而有效地发挥自己的作 用。 West Development is a magnificent and systematic project. Government plays an indispensable role in West Development. Governmental functions should be fully and rationally carried out in the project. Organically integrating governmental actions and market principles, governments should play rational and effective roles in the process of West Development. The paper expounds from the angles of the background of West Development and governmental functions under modern market economy. It puts forward suggestions for the governments in the west region to transfer their functions.
