摘　　要： 结合重大工程建设中开挖和土方工程现状,分析了建设过程中土地资源有效利用和科学管理的几个关键问题,提出了结合信息技术进行重大工程建设以及土地资源管理的新型管理模式。着重指出:结合三维信息分析技术,合理进行土方估计和稳定性分析,可使得工程建设中土地利用得到最大程度的优化,节省造价,降低成本。 By combining excavation and the development of ground works in a major proj ect, the key problems which are closely related to land resources using and scien ctific management in the process of construction are analyzed.And then a new man agement mode is brought up by matching the construction of a major project with information technique. At the end of the paper, the authors put great emphasis on the issue: by combining the three_dimensional information technique with reasonable estimation of yardage as well as stable analysis, it can make an op timal use of land resources in engineering construction and save costs. 
