摘 要: 产业转移问题近年来一直被研究者所关注,已有文献认为大中城市房价的不断上涨是推动制造业在城市间转移的一个主要原因。然而,本文认为这类转移并非主流,理由有三:(1)中国城市的地理规模普遍较大,有广阔的土地面积容纳多产业并存;(2)城市政府需要制造业贡献产出和就业,会利用土地政策工具创造优惠条件吸引和留住制造企业;(3)生产基础设施、劳动力大市场、知识溢出所产生的集聚经济超过了房价上涨造成的集聚不经济,留驻城市中对制造企业有利。本文通过比较市级与区级层面的数据,厘清了目前制造业转移发生的地理层级。实证研究表明,制造业部门的转移更可能发生在区级层面而不是市级层面。本文认为中国大部分城市仍需要制造业部门的持续集聚以提高城市化水平,但与此同时,要避免制造业低端化对城市发展的负面影响。 The issue of industrial relocation has been discussing by researchers recently,previous literatures argued that the relocation of manufacturing sector between cities in China was mainly caused by the rising house price in major cities.However,we don't think inter-city relocation is the main stream in current development stage for three reasons,(1)the land areas of cities in China are often vast which are available for collocation of various industries;(2)Chinese local governments need manufacturing sector to create GDP and jobs,so they have the incentives to use land and other preferential policies to keep and attract industrial investments;(3)firms prefer to stay in major cities,because agglomeration economies generated by productive infrastructures,labor pool,knowledge spillover and so on cover diseconomies caused by rising house price.We use city-level and district-level data to disentangling at which level does industrial relocation occur.The empirical studies revealed that the relocation of manufacturing sector was much more possible at district-level than city-level during 2004—2008.This paper gives enlightenment that most Chinese cities still need the ongoing industrial agglomeration to promote urbanization; meanwhile,national industrial policies should avoid negative impacts coming from inferior industry on the development of cities.
