摘　　要： 延迟退休年龄政策的目标选择应有利于扩大经济活动人口的规模和实现参保者养老金权益的最大化。西方国家延迟退休年龄政策的关键是建立起一种延迟退休年龄与养老金制度其他核心要素之间的内在关联机制,而非单一的延迟退休年龄政策。延迟退休年龄政策的核心机制是建立起工龄、养老金缴费资格年限、缴费率、法定领取养老金资格年龄与养老金替代率之间的强制关联机制。 The purpose of postpone retirement age policy should be conducive to the expansion of the scale of the economically active population and to the maximization of the insured’s pension rights.In western countries,the key of postpone retirement age policy is to establish a inherent correlation mechanism between postpone retirement age and other core elements of the pension system,rather than a single postpone age policy.The core mechanism of postpone retirement age policy is to establish forced correlation mechanism among seniority,pension payment eligibility age,contribution rate,statutory pension eligibility age and pension replacement rate.
