摘　　要： 公共政策的价值目标是实现社会正义,性别正义也是其重要内容。从横面上看,总体上公共政策中社会性别意识的缺乏,导致了女性的利益边缘化和歪曲化;从纵向上看,在公共政策的内部层次上社会性别意识的缺乏产生了元政策的贯彻不力和元政策中性别的隐形化等问题。要使社会性别意识在决策中主流化,必须在决策结构中增加女决策人的比重,强化男性决策人的社会性别意识,加强各平行领域性别政策的衔接。 Public policies' objective is achieving to justice in society, including justice in gender. Form the cross section, the lack of consciousness of gender in whole public policies brings about women's rights edged and distorted; Form the vertical section, the lack of consciousness of gender in the every internal levels of public policies leads to the primary policies unable to be implemented successfully, and it also brings about gender's disappearing in the primary policies. In order to make consciousness of gender become a main trend, we must raise the proportion of women 's participation in policy decisions, and accelerate the consciousness of gender to men who play important roles in policy decisions. At the same time, we must link up all the policies about gender in different policy areas.
