摘　　要： 国务院最近通过的《突发公共卫生事件应急条例》 ,充分反映了我国政府严格依法行政的特点 :条例规定的紧急措施在宪法和法律授权范围内 ,体现了对行政权的规范、法律程序的重要性和政府依法行政能力的增强。 The State Council published new regulatio ns on public health emergency situations May 12, which is a critical step to guara ntee the government to handle the public health emergencies according to the law . It is the important symbol of Rule of Law by the new government. The article a ims to analyze six characters of the regulation and make a conclusion that the n ew regulation is the legal weapon not only to against SARS but also to deal with public health emergencies.
