摘　　要： 档案馆是在一定历史条件下形成的一种文化体系 ,是一种制度。现代档案馆的出现 ,意味着一种现代信息公平制度和信息保障制度的建立。将现代档案馆作为一种制度来研究 ,实质是在更加广阔的背景下来研究“档案馆与社会”这一大课题。 Archives are a kind of cultural system formed under certain historical conditions. The appearance of modern archives means the establishment of modern system both for information equity and information guarantee. Studying the modern archives as a system is, in fact, studying a great question 'the archives and society' in a broader background.■
