摘　　要： 实行改革开放23年后的今日中国,国民经济得到了长足的发展。但是由于受思想观念、区位条件、投资环境等多方面因素的制约和影响,山区经济的发展水平远远落后于整个国民经济发展的水平,严重影响着国民经济的发展。为此,山区各级政府必须进行观念更新,转变职能;大力做好招商引资工作;因地制宜,发展特色经济;做大做强民营经济。 China, after 23years of reforming and opening up, has made considerable progress in the national economy. But restricted and influenced by many factors, such as idcological concepts, geographical conditions, and cnvironment for investment, the level of rural economic development is far behing the national economy, which has also influenced our national economic development. Therefore, rural governments at all levels must renew concepts and transform government functions, do an excellent job in taking in business and foreign investment, develop characteristic economy according to local conditions, expand and intensify state enterprise.
