摘 要: 北京作为全国的政治、文化与国际交往中心,人才聚集力应居全国前列,但是北京市所属的区县由于区域经济的产业分工不同、社会经济发展的水平不同、人才工作的状况不同等原因,人才聚集力是否存在一定的结构性差异?这种差异如何测量?本文旨在通过构建区域人才集聚力评价指标体系,运用2010—2014年的面板数据,评估北京区域人才集聚力的现状和流变过程。研究发现,近年来,北京区域人才集聚力呈下降趋势,应对人才进行合理分流,防止低效集聚。 Beijing as the center of politics, culture and international communication, talent aggregation force should be ranked among the top nationwide, but subordinate district of Beijing, due to the difference of regional economy, industrial division of social and economic development level and talents working conditions, whether there are a certain structural differences in talents aggregation force? How to measure the difference? The purpose of this paper is to construction the talent cohesion evaluation index system, using panel data of 2010-2014, to assess the current situation of the regional talent aggregation force Beijing and rheological process. The study found that talent agglomeration force has a downward trend in recent years, and should make reasonable diversion for the talent to prevent inefficient agglomeration.
