摘　　要： 运用DEA方法对安徽省十个地区政府职业技能培训效率进行的综合评价和分析显示,2009-2013年期间,马鞍山、安庆等十个地区的职业技能培训效率存在比较明显的差距,反映出了三个层次的非均衡性;进一步利用BCC模型对区域职业技能培训效率进行分解发现,同属综合效率较低的地区其落后原因迥异,主要表现在纯技术效率水平和规模效率的不同关系上。实证结果说明,改善不同地区职业技能培训效率的措施应有所区别,纯技术效率偏低的地区应着重加强制度改进、提高管理效率;规模效率偏低的地区应主要依靠进一步扩大职业技能培训的招生规模、师资数量等措施来提升效率。 Using DEA method to the evaluation and analysis of government vocational skills training efficiency and difference in ten areas in Anhui province show that during 2009-2013, there is an obvious gap and three levels in ten regions vocational skills training efficiency. Further use of BCC model for regional vocational skills training efficiency decomposition found that although the region belongs to the low overall efficiency, pure technical efficiency and scale relations efficiency is different. Empirical results suggest that improving the efficiency of the different areas of vocational skills training measures should be differentiated, the low pure technical efficiency areas should focus on strengthening institutional improvements, improve management efficiency; low regional scale efficiency areas should mainly rely on further expansion of vocational skills training enrollment, number of teachers and other measures to enhance efficiency.
