摘　　要： 政府购买社区养老服务是近年来由上至下推行的重点政策之一,也是社区服务市场化、多方共同供给的具体表现。本文通过论述政府购买养老服务这一制度的必要性与持续性,以及现阶段我国政府购买养老服务的模式选择,最后提出这一制度的问题与困境。强烈的行政色彩、双轨制登记的弱身份认同感以及传统观念的固化是实行此项政策的主要阻碍。本文认为,从以上三个方面着手做进一步的改善,国内的政府购买模式与养老服务的供给质量均会有一定的提升与改变。 The government purchased community endowment service in recent years is the focus of one of the top-down implementation of policy, is also a concrete manifestation of the community service market, mutual supply. In this paper, the necessity and the persistence of the purchase of this system of endowment service through the discussion of the government, mode selection of our government and the present purchase pension service, fi nally puts forward the problems and diffi culties of this system. Curing a strong administrative color, double track system of registration of the weak sense of identity and traditional ideas are the main obstacles in the implementation of this policy, so this paper concludes that from the above three aspects to further improve, defi nitely improve and change the domesticpattern of government purchase and the supply of pension services qualitywill.
