摘　　要： 行政职能、功能、效能、效率与效益是行政学中内容相关而又有所区别的范畴。行政职能指行政组织对社会进步应起的作用 ;行政功能是系统科学概念 ,当行政组织的功能与实现行政目标一致时 ,行政功能表现为行政职能 ;行政效能则是行政组织内在能力的外部表现 ,指行政组织活动对实现行政目标发挥的有效的功能 ;行政效率指行政活动产生的效能与消耗的时间、人力、物力、财力的比率 ;行政效益指行政活动给国家、社会和人民群众带来的实际利益 ,体现了行政职能、功能、效能与效率的内在统一 ,是行政学的最高范畴。 The concept about administrative function, action, effect, efficiency, benefit belongs to relevant and discriminating categories in the science of public administration. Administrative function is the positive action of administration organizations, and administrative action is involved in the contents of system science. Administrative effect is the available result of administration organizations; the administrative efficiency is the rate between administrative effect and consuming time, manpower, material resources as well as financial power. In science of public administration, the supreme category is administrative benefit referring to actual profit to nation, society and people endued by administration embodies the unification of administrative function, action, effect and efficiency.
