摘　　要： 为了实现十六大提出的"全面建设小康社会"的目标,最重要的是继续在深化改革中建立市场经济体制;而真正的市场经济体制是以产权明确和产权受保护的社会基本经济制度为基础的;制度的转型和有效的产权制度的确立又取决于政府在多大程度上从竞争市场退出。受保护的产权、自由竞争的市场和受约束的政府是我们全面建设小康社会的经济制度条件。 To reach the target of constructing an allaround comparatively affluent society,put forward in the 16th Congress,we should give priority to the efforts of establishing a market economic system in the process of economic reform. As an authentic market economy is founded on the economic institutions,in which property rights are clearly defined and fully protected,and as the institutional transition in China greatly depends on to what degree the government withdraws from the competitive market,well protected property rights,free market,and an constrained government are preconditions for constructing an affluent society.
