摘　　要： 本文对街区制实施中地方政府面临的困境进行分析,从培养地方政府责任意识,合理规划新旧街区,协调多元主体利益关系,配套制度供给,引入第三方监督等方面提出解决对策,对地方政府推广街区制具有重要的指导意义。 This article carries on the analysis to the local government faces a block system in the implement difficulties, from the cultivation of local government responsibility, reasonable planning and coordination of multi subject blocks, interests, supporting the supply system, the third party supervision and puts forward the countermeasure, has the important guiding significance to the local government wide block system.
