摘　　要： 公民作为人的一种存在形式,既具有个人属性,也具有社会属性。公民的内涵是一个关系范畴,应该包括公民与公民、公民与社会、公民与国家三重维度。大学生属于公民的范畴,并且是公民中最为重要的群体,大学生公民素质教育应该包括规范认知、政治品格、参与能力、创新能力等方面,大学生的公民素质教育关系到个人、社会、国家的未来。目前,大学生普遍存在着缺乏共同体意识、权利与义务失衡、政治意识薄弱等问题。因此大学生公民素质教育需要从教育理念、网络教育、实践教育三个方面展开。 Citizens with personal attributes, also has social attribute. The connotation of the citizens is a relational category, should include citizens and citizens, citizen and society, citizens and national triple dimensions. College students belong to the category of citizens, and are the most important group of citizens, the civic diathesis of university students' education should include specification cognition, political character, ability, innovation ability, etc., citizen quality education of college students is related to the individual, society and the country's future. At present, there is a widespread lack of college students' community consciousness, the imbalance between rights and obligations, political consciousness is weak, and other issues. Therefore the civic diathesis of university students' education need from the concept of education, network education, practice education in three aspects.
