摘　　要： 俄罗斯在苏联时期的国家科技政策主要表现为高度集中的科技管理体制和坚定不移的军事战略导向,这种体制的形成有其坚固的政治文化基础,即苏联政治文化中根深蒂固的“大国意识”和专制主义。本文力图说明,科学文化和自由、民主意识才是现代文明的思想基础,国家的现代化根本上讲是文化的进步,只有彻底清除传统文化中的消极因素,才能实现国家政治文化水平的提高,从而推动科学技术的进步,最终有利于国家向现代文明社会的过渡。 The purpose of this paper is to explain why the over - centralizedtechnologic administrate system and unswerving military - orientation strategy had taken shape during Soviet Union period in Russia. The direct reason is over - centralized economic administrate system and international complicated circumstances. And the deeper ideological reason derived from both the inveterate thoughts of big nation and autocratic tradition in political culture of Soviet Union.
