摘　　要： 质量已经是21世纪国际高等教育关注的核心理念之一。开放大学的创办要取得成功,首先就是要提高教学质量,因为教学质量是开放大学的生命线,是立校之本,是发展之基。建设开放大学成功与否,教学质量的高低是一个根本的检测标准。文章探讨西部地区开放大学质量保障体系建设的必要性,以国家开放大学的建设为契机,构建我国终身教育体系,为实现在2020年形成人人皆学、处处可学、时时能学的学习型社会的目标作出贡献。 Quality is one of the core concepts of international higher education in 21" century.To make an open university successful,what needs doing first is to improve the teaching quality,which is the lifeline for an open university,as well as the foundation for further development Teaching quality is the fundamental criterion for the success of an open university.The author of this thesis has conducted necessity analyses of open university quality guarantee system construction in China west and pointed out that the establishment of open university is an opportunity for the construction of the lifelong education system,aiming to construct a learning society for anybody to learn anytime and anywhere by 2020.
