摘　　要： 民族区域自治制度的运行过程中存在着大量以族群关系为基础的非正式规则,它们或是积极地或是消极地影响着少数民族的行为选择。既定体制下少数民族往往通过非正式规则来突破制度困境,维护自身权利和利益,充当着制度运行的'调节剂',是民族区域自治制度有效运行的政治调节机制。 There exist quite a number of informal or underlying rules based on ethnic relations in the administrative operation in regional ethnic autonomy,which impose either positive or negative impact on behavior choioes of minorites.Under the established system,ethnic minorities often seek to break through their predicaments to safeguard their rights and interests,taking advantage of the said rules,which have become a running modifier,an effective adjustment mechanism in the system of regional ethnic autonomy.
