摘　　要： “9·11”事件是人类历史上迄今为止规模最大、人员伤亡和财产损失最严重的一次恐怖袭击。虽然 ,“9·11”事件已经过去 1年了 ,但它对国际社会所造成的影响之深远是不言而喻的。因此 ,从国际政治和国际法的视角 ,客观理智地去分析恐怖主义 ,并在国际法的框架内去研讨国际反恐主义 ,无疑是摆在各国学者面前的一个重要课题。文章通过对国际主义的界定 ,对恐怖活动形式的变化 ,对联合国在国际反恐怖合作方面的努力和美国在反恐问题上“独步天下”的做法等几方面进行了分析 。 The Sept.11th incident is a terrorist attack, featuring as the widest scope and the largest casualties. It has affected the international society deeply. It is an important problem for scholars to study that how to analyze the terrorism and discuss international counter-terror cooperation in the frame of international law from the angle of IP and international counter terror cooperation and the unilateral action of America in fighting against terrorism.
