摘　　要： 近年来,由于摩托车的运行特性国内很多城市先后实行了"禁摩"政策。我国许多城市都对摩托车采取了禁止上牌的措施,有的城市甚至对摩托车实施部分道路禁止通行的规定。2007年的一纸禁令,广州市进入后"禁摩"时代。回顾广州市推行"禁摩"的发展历程,是在阻力中渐进发展的。本文将从公共政策实施过程的角度对广州"禁摩"政策中的阻力及推行,进行理论性的分析。 In recent years,since many cities successively has carried out 'taboo the motorcycle operation characteristic property in the homeland rub ' policy.A lot of city of our country all has adopted the regulation forbidding the car-license application measure,some cities to implement part of the roadway No thoroughfare to motorcycle even on motorcycle.2007 year of one prohibition,Guang Zhou City enters 'taboo in the day afer tomorrow rubbing' a times.The development course 'that the taboo retrospect Guang Zhou City is carried out rubs',is advancing gradually developing in resistance.The angle will put process into practice from common policy 'forbids the main body of a book to Guangzhou rubbing ' resistance and practice in policy,analysis carrying out theory's.
