摘　　要： 政府的决策能力建设是构建和谐社会的基本前提,中国的传统文化是把"双刃剑",其中的"民本"思想、"和为贵"思想等对政府的决策能力建设有积极的影响;而"集权制"观念、轻视科学技术的思想对政府的决策能力建设又有消极的作用,因此,政府的决策能力建设应与革新传统文化结合起来,努力抛弃或革新对政府的决策产生消极影响的传统文化,加强民主法制建设,使人民树立参与意识、自主意识,以促进我国政府决策能力的提升。 Government decision-making capacity-building is the basic prerequisite for building a harmonious society,China's traditional culture is the 'double-edged sword,' in which 'people' thinking,'and for your' thought and other government decision-making capacity-building have a positive impact on;and 'totalitarian system' concept of looking down on the idea of science and technology capacity-building for the Government's decision-making have a negative effect,so,the Government's decisionmaking capacity-building should be combined with the traditional culture of innovation,and strive to abandon or innovation on a negative government decision-making the impact of traditional culture,strengthening democratic and legal construction,so that the people establish a sense of participation,self-awareness,to promote the upgrading of our government decision-making capacity.
