摘　　要： 运用偏离-份额分析法(SSM)对广东省茂名农垦局下属12个农场2009-2013年的三次产业数据进行剖析,分析各单位三次产业结构与区位竞争力方面的优劣势,并根据产业结构偏离分量和竞争力分量的不同组合,对各农场产业结构和经济增长状况进行定位。分析结果表明:(1)茂名垦区的12个农场中仅有5个农场区域结构偏离分量大于0,表明其产业结构比较优化,对整个地区的经济发展有明显推动作用;其余7个农场区域产业结构不尽合理,不具备经济发展的速度优势;(2)垦区整体经济的发展过分的依赖第一产业且第一产业发展过于单一,导致垦区产业抗风险能力不强,严重影响区域经济发展的稳定性;(3)垦区经济中第二产业比重偏低,反映农业产品加工程度普遍不高,缺少对产品附加值的开发。据此建议垦区发展要充分发挥土地资源优势,从农业功能开发、生产方式转变、市场开拓和经营体制改革多层次推进,实现产业从"一三二"再到"三二一"模式的跨越式发展。 This paper use shift share analysis method(SSM) to conduct analysis on the three industrial data from 2009 to 2013 of 12 enterprises and institutions of Guangdong Province Maoming Farming Cultivate Bureau. Then analyze the advantages and disadvantages of the three industrial structures and regional competitiveness of each unit, according to the different combinations of shift component and competition component of the industrial structure, conduct positioning on the industrial structure and economic growth status of each farm. The result of analysis shows that:(1) The regional structures shift components of only 5 farms in the 12 farms in Maoming Farming Cultivate Area are larger than 0, it shows that the industrial structure is more optimized and has obvious promoting effect on the economic development of the whole area. While the industrial structure of the other 7 farm areas are unreasonable, which have no speed advantage of economic development.(2) The development of the economy of the whole cultivate area excessively depends on the first industry and the development of the first industry is too single, that cause the anti-risk ability of cultivate area's industry is not strong, which seriously affects the stability of the development of regional economy.(3) The proportion of the second industry in the cultivate area's economy is lower, which reflects the processing level of agricultural products is not high in general and is lack of the development of product additional value. According to this, the article suggests that the development of cultivate area should give full play to the advantage of land resources, makes multi-levels' advancement from agricultural function development, the transformation of production mode, market opening and management system reform, and then achieves the leaping development of industry from the mode of 'one- three- two' to 'three-two-one'.
