摘　　要： 本文从温州民间借贷1978～2015年有关数据出发，通过实地考察及数据整理，研究发现，民间借贷利率的走势及结构的变化与国家市场化改革路径、国家宏观调控、通胀或通缩等因素紧密相连。与此同时，温州当地“低风险实质借贷”与“高风险投机借贷”并存的现象与当地“重商主义”的社会文化有关。研究进一步发现，温州38年民间借贷发展趋势从最先快速发展的活跃阶段进入到现阶段的互联网化、技术化、理性化、转型化“四化”阶段。在论文的最后大胆地做了一个基于方向性的未来预测并提出相关政策建议。 Starting from the relevant data of Wenzhou private lending from 1978 to 2015, and through field investigation and data collation, the paper found that private lending interest rate trend and structure change are closely linked with the national market reform path, national regulation, inflation or deflation and other factors. At the same time, the coexistence of ＂low substantial credit risk＂ and ＂high speculative lending risk＂ in Wenzhou private lending is related to local ＂Mercantilism＂. Further study found that the development trend of Wenzhou＇s private lending in the past 38 years changes from the rapid development at first into present stage of Internet, technology, rationalization, transformation. Relevant policy recommendations are put forward based on future prediction.
