一二次系统融合的电网风险评估实用化计算方法及数据建模研究

摘  要: 二次系统在电网安全运行中的地位日益重要,如何合理评价二次系统对一次系统的影响是全面的电网安全风险评估的难点。以保护系统为研究范例,提出了综合考虑保护功能分解及其与变电站二次元件的拓扑关系模型。依据物理组件与保护功能之间的拓扑关系,给出了由各组件故障概率构成的不同功能配置的保护系统故障概率计算模型。依据保护的失效以及误动和拒动行为对一次系统运行的不同影响,构造了一二次系统融合的风险评估体系及评估流程。基于IEC 61970 CIM标准进行一二次元件信息模型、计算交互模型和事件后果模型的数据建模,并阐述了其风险计算流程中的信息来源及关键步骤。 Secondary system has become increasingly important in the safe operation of power systems. How to assess the impact of the secondary system is a difficult problem for power system security and risk assessment. According to the protection relay configuration in substation, the topology model is proposed with the consideration of both function decomposition and associated relationships of secondary devices. Considering topological relationship between secondary devices and protection functions, a protection system failure probability computing model is derived, which is composed of failure probability of each secondary device. Based on different effects on primary system operation of the protection relay failures, mistake action and rejecting action, risk assessment and evaluation processes which integrated primary system and secondary system is constructed. Finally, the model of primary and secondary system based on IEC 61970 CIM is established, including primary and secondary components models, the computational interaction model and the event consequence model. The risk calculation process is described in detail, especially the data sources and key steps.
