摘 要: 北太平洋公海海域由于其特有的海洋环境和地理条件,形成了丰富的渔业资源,是中国远洋渔业重点开发利用的渔场之一。2012年2月24日经中国大陆、日本、韩国、俄罗斯、美国和中国台湾等缔约方协商制定《北太平洋公海渔业资源养护和管理公约》。本文对公约的目的、规定的范围、海域的主要渔业资源、基本原则、成立北太平洋渔业委员会的职能、及相关船旗国和港口国的主要职责等内容进行解读和分析,并结合中国在北太平洋公海相关渔业生产现状,提出相关建议与应对策略,为确保可持续和合理利用开发北太平洋公海海域渔业资源提供参考。 High Seas of North Pacific is an important fishing grounds for developing and utilizing of China oceanic fisheries, due to its peculiar environmental and geographical conditions and abundant fishery resources. To ensure the long-term conservation and sustainable utilization of fisheries resources in this region, Convention on the Conservation and Management of High Seas Fisheries Resources in the North Pacific Ocean was negotiated and signed by several parties, including mainland of China, Japan, South Korea, Russia, the United States and China Taiwan, on February 24th, 2012. The purpose, prescribed range, main sea fishery resources, basic principles and functions of north Pacific fisheries commission in the Convention, as well as the related contents such as the flag states and the primary obligations of the port state were interpreted and analyzed. Combined with high seas fishery activities of China in North Pacific, some relevant suggestions and coping strategies were put forward, in order to provide the references for implementing the convention effectively.
