摘　　要： 本文介绍了我国战略石油储备基地建设的概况,分析了储备基地建设的必要性和重要性,着重探讨了与战略石油储备基地建设相关的资金来源、管理模式、储备量监控、石油动用条件等方面的法律保障措施,并在借鉴发达国家石油储备立法经验的基础上,提出了完善我国战略石油储备基地建设的相关法律建议。 In order to protect our economy sustainable and healthy development,the construction work of the State Strategic 0il Reserve Base is in full swing in progress.The first and second phase of the projects have been completed and put into use in successively and the third phase of the base construction has also been among the site seleetlon phrase.However,the corresponding legal protection system is seriously lagging behind,base construction-related laws and regulations have not yet introduced,which have affected the process of the construction of China＇s Strategic Oil Re- serves.This paper introduces an overview of the Strategic Oil Reserve Bases in China and analyzes the necessity and importance of the reserve base construction,focuses on discussing the law safeguard measures of the strategic oil reserve base construction-related sources of funding,management model, monitoring reserves, oil-using conditions and other as- pects of the conditions,at the same time,on the basis of learning legislation experiences about the construction of the National Petroleum Reserve from the developed countries,put forward some relative legal advices about perfecting the construction of the State Strategic Oil Reserve Base.
