摘　　要： 在对我国当前"新农保"公共投入存在问题进行分析基础上,提出"新农保"公共投入优化的多维视角及具体的优化方案。在"基础养老金+个人账户"的基础上,增加地方补助养老金,实现"两账户"模式逐步转向"三账户"模式。"三账户"模式不仅可以相对明晰各级政府之间的公共投入责任,建立中央政府、地方政府、参保个人的三方责任分担机制,而且没有破坏现行新农保制度的基本框架,只是对制度进行优化和完善,制度转换的成本较低。 Based on analysis of current problems of public investment of rural social pension insurance system in our country, we proposed a multidimensional perspective and specific optimization of public investment of rural social pension insurance system. This paper attempts to propose a new model of rural social pension insurance system through partial adjustment of the existing basic pension plus personal account model, plus a separate grant pension increases, we changes the model from two accounts to three accounts.＂Three Account＂ model established a burden-sharing mechanism between central government,local government and the insured individual .made the public investment responsibilities relatively clarity .Besides, there is no damage to the basic framework of the existing rural social pension insurance system. It＇s only for system optimization and improvement of the conversion of low cost.
