摘　　要： 公众参与是村镇规划的重要环节,但目前有关公众参与村镇规划的基础性研究成果较少。在具体方法上多数研究移植公众参与城市规划手法,虽然取得了一定效果,但大多处于经验性的尝试阶段,并没有总结出一套具有普遍可行性的参与式框架。通过总结回顾,指出当前村镇规划中公众参与发展现状与不足,构建村镇规划编制过程中公众参与的三阶段模式。 Public participation is an important part in township-village planning, but currently there are few fundamental researches on this issue. Most practices chose to transplant the methods of public participation in urban planning, and to a certain extent, achieved some results. But relevant empirical studies were in the trial stage and did not construct a universal and feasible framework for public participation in township-village planning. Through summarizing previous researches and practices, this paper identifies the status-quo and problems in this research field, and attempts to construct a three-stage model of public participation in townshipvillage planning.
