摘　　要： 产生于 19世纪中晚期的科学基金制已成为社会进行科技投资的重要形式和渠道，科学基金制集合社会财富支持科学事业的功能，很好地适应和推动了社会发展和科学进步的要求。本文在对科学基金制的起源与发展、我国科学基金系统的要素、结构与功能进行分析的基础上，论述了科学基金制在我国创新体系中的地位与作用。 The Science Fund has been the important form and channel of S＆ T input. In this paper, we study the origin and development of the Science Fund and analyze the essential factor and structure and function of the Science Fund System of China. On the basis of above study works, we discuss the role and function in the National Innovation System of China.
