摘　　要： 网络政治参与的兴起强烈地冲击和深刻地改变了传统的政治参与方式和政治参与行为,对当代中国政治发展带来了新的机遇和挑战。促进网络政治参与需要着力缩小数字鸿沟,实现网络政治参与的机会平等;构建电子政府,推进公民导向的政务流程再造;增加制度供给,突破制约网络政治参与的瓶颈;培育公民文化,提高公民政治素养,促进有序理性的网络政治参与;加强网络监管,强化政府网络服务功能和网络伦理道德建设。 The rise of network political participation strongly impacted and profoundly changed the traditional political participation mode and political participation behavior. It has brought new opportunities and challenges to political development of contemporary China. Efforts to promote network political participation need to bridge the digital divide and achieve equal opportunities for network political participation, to build e-government to promote the reengineering of citizen-oriented government process, to increase the system supply and break the bottleneck which is restricting network political participation, to foster civic culture and promote civic political literacy in order to promote the orderly and rational network political participation, and to strengthen the network supervision, the government＇s network services and network ethics construction.
