摘　　要： 基于2009—2012年海南18个市县和广西14个地级市的面板数据,采用倍差法系统识别和测度了海南离岛免税政策的经济增长效应。结果表明:离岛免税政策具有显著的正增长效应,海南实施离岛免税政策后,各市县经济增长平均提高了1.53个百分点;若控制导致经济增长差异的其他因素,离岛免税政策的增长效应甚至高达5.24个百分点,对海南各市县经济增长的贡献约为52.65%;离岛免税政策的增长效应主要通过带动第三产业发展实现。 According to the panel data of 18 cities and counties in Hainan and 14 prefectural-level cities in Guangxi from 2009 to 2012, the paper adopts the difference in differences to identify and measure the economic growth effects of the off-island duty-free policy in Hainan Island. The results shows that the off-island duty-free policy has a significant positive growth effect, and the average economic growth in the selected cities and coun- ties reaches 1.53 percentage points. When the other factors that affect the differences in the economic growth are controlled, the growth effect reaches even as high as 5.24 percentage points, with about 52.65% contribution to economic growth in those cities and counties on average. The realized primarily by stimulating the development of the tertiary growth effect of the off-island duty-free policy is industry.
