摘　　要： 探索建立水权交易制度,是广东省解决水资源短缺矛盾的必然选择,是广东省水资源管理适应市场经济体制深化改革的根本途径,是深入落实最严格水资源管理制度和十八届三中全会精神的重要措施,也是促进广东省节水减排和水生态文明建设的重要手段。广东省在行政区域之间、企业用水户和农业向工业转让方面存在较大的市场需求。 Guangdong as a developed economic province with large population .To establish the institution of water rights transaction is the only path to solve water resources supply and demand contradiction , and for Guangdong water resources management to adapt the economic reform, and an important step of following the guidance of the third plenary session of the 18th central committee, as well as the important means of improving water saving and discharge and water ecological construction .Guangdong has big market demand in the area of administrative , enterprise and agricultural transfer to industrial .
