摘　　要： 结合教学实践 ,探讨了在转变观念、深化教学改革、强化教学管理、加大教学投入、提高师资水平、搞好校园文化建设、加强社会实践等七方面 。 How to enforce basic quality education in the higher education has the following seven parts:changing the notion,deepening the education reform,intensifying the educational management,expanding the educational investment,improving the teachers level,ruling the campus cultural construction and reinforce the social practice.
