澳门公务人员招聘制度的演变

摘  要: "招聘"是公务员队伍的"进口",是公务员队伍建设的起点,是政府人事行政的核心与基础,。因此,规范公务员录用工作,对建设高素质的公务员队伍具有重要意义。从葡萄牙人以逐步占领方式取得澳门地区的管治权开始,其公务员聘任方式,虽有法律规范,但各部门往往利用法律上的诸多漏洞,任人唯亲之风盛行,政府运作效率低下。随着澳门回归,特区政府成立,原有法律、法令、行政法规和公务员录用基本保持。但澳葡政府,与特区政府对人力资源如何取得有不同的考量,而政治的改变带来政策和制度的改变,是本文的关注点。回归后的特区政府,对公务员聘用制度进行改革,实行公平竞争和择优录用,是澳门公务员招聘制度发展的一大进步。 "Recruitment" is an "importing" of civil servants, and a starting point of team building, and the core and foundation of personnel administration such as examinations, salaries, evaluation and retirement affected by it .Therefore, it is significant to standardize the civil servant recruitment, watch the "door" and build a high-quality team of civil servant. From the beginning of Portuguese occupying Macao, the way of employment could not he open except the primary workers, and senior position was appointed by superiors only. Although it has standard in law, government departments often employ civil servants by their own ways,cronyism through leaking in law. When Macao returned to China as Macao SAR, the existing law, institutional, administrative system and the civil service recruitment were still remained, but Macao Portugueses government and Macao SAR government had different political consideration on human resources.The changes of politcs before and after Macao returning to China affect the policy and institution, and it will be a great improvement for civil service recruitment system to take reform in implementation of fair competition and merit-based recruitment.
