摘　　要： 中国河口与越南老街山水相连。为了推动双方之间的经贸合作,从2002年开始,云南省就开始筹备建立中国河口—越南老街跨境经济合作区。截至目前,中国河口—越南老街跨境经济合作区是云南省计划建设的3个跨境经济合作区中条件最成熟的。然而,由于跨境经济合作区具有特殊性,是跨越国界的经济合作机制,因此,中国河口—越南老街跨境经济合作区还未上升到国家层面和两国互信有待提高是其推进面临的主要困难。 He Kou of China is neighboring Lao Cai of Vietnam. Yunnan Province has been trying to build HeKou-Lao Cai Cross-Border Economic Cooperation Zone for promoting the economic and trade cooperation betweenHe Kou and Lao Cai since 2002. Till now, the condition of He Kou-Lao Cai Cross-Border Economic CooperationZone is the most mature in the three Cross-Border Economic Cooperation Zone that Yunnan Province planned tobuild. However, because the special nature of Cross-Border Economic Cooperation Zone, it is a transnationaleconomic cooperation mechanism, He Kou-Lao Cai Cross-Border Economic Cooperation Zone has not become anational-level economic cooperation strategy, and the mutual trust between China and Vietnam is the biggestdisadvantage for the promotion of Kou-Lao Cai Cross-Border Economic Cooperation Zone.
