摘　　要： 关键策略是为解决关键问题而制定的 ,在决策过程中具有“牵一发而动全身”的作用。因此 ,如何生成关键策略是科学决策的核心问题之一 ,它的形式化研究对于提高决策的可操作性具有重要价值。本文利用可拓方法 ,建立了关键问题和关键策略的形式化概念 ,分析了关键策略的性质 ,提出了关键策略的生成步骤。 Key strategy is set up for solving key problems.In decision making process,it has the effect of “touching one small part and affecting the whole”.How to generate key strategy is the key problem in scientific decision making,and its formalization study is significant for better decision making operation.Based on extension methods,this paper presents the formal conceptions of key problems and key strategy,studies the properties of key strategy,and proposes the basic steps to make key strategy.
