摘　　要： 中国行政体系和治理机制正在经历一个不断理性化的过程。随着中国官僚系统向精确性和规模化发展,运动式治理被重塑为更为精密的目标责任制和绩效考核等表现形式,以"任务驱动"作为新的动员模式而得到精细化的发展,表现为运动式治理的常规化。论文呈现了S市市监局及其下属L分局和Z监管所在"清无"专项行动中互动过程,展示了在目标责任制和惟上负责制的双重压力下,地方政府运动式治理走向常规化的过程及其背后的多重逻辑。文章认为运动式治理在政治官僚制的制度背景下将逐渐被科层消解,失去了其发展的内在动力,呈现出运动式治理的常规化。作为政治官僚制下的产物,"常规化"的运动式治理不能也无意使治理效果达到帕累托最优,运动式治理最终将会逐步走向"内卷化",而非走向制度化的"常规治理"。 The Chinese administrative system and mechanism of governance is experiencing a continuous process of rationalization.With the Chinese bureaucratic system becoming precise and scale,campaign-style governance has been recast as in a more precise form;it was also further developed in the new mission-dived campaign,which presents the routinization of campaign-style governance.This paper presents the interactive process of S Market Supervision Bureau and its subordinate branches L and Z in the task of'Against Unlicensed Operation',shows the process of local campaign-style governance as compared with conventional governance and its underlying multiple logic under dual pressure of the target management responsibility system and upward responsibility system.The paper suggests that campaign-style governance will gradually be bureaucraticly subsumed into the political bureaucracy and lose the inherent power of its development,thereby giving way to conventional governance.As the product of political bureaucracy,Routine Campaign-style Governance has no governance effect intention to achieve Pareto optimality,and campaign-style governance will be gradually involutionary rather than institutional governance.
