摘　　要： 本文通过反思日本与美国竞争的实践,分析得出国家之间自主创新力的竞争实质上是智力劳动资源激励机制的竞争。珠三角物联网产业要实现自主创新力增强,政府不能越俎代庖,不能只靠国有大企业的技术创新,而要充分发挥市场经济基础性作用,激励智力劳动者自主创业转化其科研成果,扶持中小知识型企业发展,尊重活智力劳动资源利益分配,给予人才在产学研之间良性流动的政策。 The paper believes that the competition in independent innovation capability？between nations is substantially the competition in incentive mechanism for the alive intelligence labor resources under the review of the practice of competitions between late - developed country, Japan, and the early - developed country, USA. Therefore, in order to enhance the industry of the internet of things in the Pearl River Delta, the government cannot take on businesses or rely on big enterprises＇ technology innovation, but let the market economy play a fundamental role adequately, prompt the intellectual talents to transform their research findings into products, vigorously support and develop small and medium - sized enterprises, respect the allocation of benefits to the alive intelligence labor resources, and implement benign talent flows among industry, university and institute.
