摘　　要： 公共参与不仅是基于民主的诉求,更是为了提供更好的公共服务。传统公共参与理论将公众视为被动的信息供给者,导致了政治输入不畅和群体性事件高发等弊端。社会建构下的公共参与将公众视为主动的信息供给者,通过政府公共机构和公众对共同关注问题进行协商,能更有效地"做好事情"。公众和政府以真正合作互动的方式共同定义和重新建构治理过程,联合设计和有效实施公共服务供给方案,从而使公众与公共行政者之间的关系呈现出一种理想的互动。 Public participation not only is based on the demand for democracy, but also provides better public services. The traditional theory of public participation takes public as passive information providers, resulting in a poor political input and high mass incidents and other defects. Public participation from the eonstructivist perspective regards the public as active information providers. Government agencies and the public can do things more effectively through consultations on issues of common concern, so that efficiency is closer to democracy. The public and the government define and redefine the governance process by cooperation and in a truly interactive way, to develop a public service delivery program jointly and implement it effectively, so that the public and the administration have ideal interactions.
