摘　　要： 公民社会组织的蕴育和孵化并非是"海市蜃楼",而是有着自身发展的逻辑与动力。其一,社会成员缘其相同的志趣和愿望而结成公民社会组织,这在很大程度上合乎了人的社会属性发展的基本规律;其二,在个人理性有限的条件下,原子化个体为了抵御不可预测的风险,于是选择缔结成公民社会组织,以便通过集体行动力量来克服外部环境的不确定性,这在某种意义上契合了单个行为主体的目的和需求;其三,在市场失灵、政府失灵、契约失灵的迹象下,社会公众不得不去寻求其他重要的填补纠偏机制,这在一定程度上构筑了公民社会组织"社会合法性"的基础。 The breeding and hatching of civil society organizations are not a mirage, but have their own growth of logic and impetus. First, the members of the society combine into civil society organizations based on the same in terests and desires,which to a great extent conforms to the basic law of the social attributes development. Secondly, in the condition of limited individual rationality, atomic individual to resist unpredictable risks chooses to conclude into organizations, to pass the power of collective action to overcome the uncertainty of external environment, which meets the need and purpose of individual members of society in a sense. Thirdly, under the indication of market fail ure, government failure and contract failure, the public have lays the foundation of the ＂social legitimacy＂ of civil society to seek other expletive correction mechanism, which organizations to a certain extent.
