摘 要: 近代西方公民社会组织发展先后经历了四个历史阶段的嬗变,并彰显出迥异的实践特征。17世纪初至18世纪末的萌芽阶段,公民社会组织混沌萌生,呈现出鲜明的“济危扶困”的慈善捐赠色彩;19世纪至20世纪初的勃兴阶段,公民社会组织在政治、经济、社会等多元领域蓬勃发展,其运作模式也日趋专业;20世纪20~60年代的艰难曲折发展阶段,公民社会组织在原有的医疗卫生等领域大幅收缩,不得不寻求新的发展空间,处于生存境遇的危机边缘;20世纪70年代至今的复兴阶段,在“新自由主义”政策的驱动下,公民社会组织发展势态日趋繁荣与鼎盛,在经济增长和公共政策等方面发挥着重要作用。 In modern times, the development of the western civil society organizations have successively gone through four evolution stages, and in different historical stages reflect different practical characteristics. During the period from early 17th century to late 18th century, the civil society organizations was in embryonic stage and it showed the characteristic of charity and secularism of donation behavior; From 19th century to early 20th century, it was in boom stage when it was diverse and specialized; From 1920s to 1960s, it developed into frustration stage when it met with the crisis and edge of survival circumstances; From 1970s till present, it has developed into spreading stage, under the drive of Neoliberalism, it is developing properly and plays an important role in the economic development and public policy.
