摘　　要： 工业化发展道路是我国早已确定的社会发展目标,但是工业化发展存在的问题却始终停留在执政党的战略部署和行政部门的文件层面,缺乏必要的法律制度保障。基于我国法治国家建设的目标,面对我国工业化发展过程中的曲折经历和工业化发展过程中存在的各种问题,都要求从法治层面规范和保障工业化的健康发展。工业法制保障是一种国际共识,是我国法制建设的有机组成部分,是世界经济一体化的要求,更是我国在当前工业污染严重、产品质量屡出问题、劳动者权益保障滞后、安全生产形势严峻条件下的现实需求。 Industrialization has long been set as a goal of the social development of China,but the problems emerging in the process are merely addressed in the strategic deployment of the ruling party and in the documents of the administration and their solution are not yet legally guaranteed.Considering the goal of building a law-governed country and the unsmooth experiences and various problems in the industrializing process,it is imperative to regulate and safeguard the healthy development of industrialization on a legal level.That industrialization needs legal guarantee is an international consensus.It is a part of legal system construction in China as well as a requirement of world economy integration.It is even more urgently demanded by the reality of China in the face of serious industrial pollution,frequent emergence of product quality problems,inadequate protection of labor rights and bad situation in production safety.
