摘 要: 《上海市户外广告设施设置阵地规划》是上海为迎接2010世博会所编制的一项重要专项规划。配合该规划的实施,上海市政府要求配套编制《户外广告设施设置阵地实施方案》。本文分析了《上海市户外广告设施设置阵地规划》和《户外广告设施设置阵地实施方案》的编制背景、内容和要求,总结了《上海市户外广告设施设置阵地规划》实践和《户外广告设施设置阵地实施方案》编制推进中暴露的主要问题和争议,并对如何提高《上海市户外广告设施设置阵地规划》中禁设区和控制区划分标准的合理性,以及如何解决《户外广告设施设置阵地实施方案》编制范围和深度要求等主要争议进行了研究探索。 Shanghai Outdoor Advertising Facilities Plan is a special planning for the 2010 Shanghai Expo.To support the implementation of the plan,it is required to compile the Outdoor Advertising Facilities Detail Design.By analyzing the background,content,and requirements of the planning and the design,the paper summarizes the main problems and controversies appeared during the implementation of the planning and the compiling of the design.Besides,it also puts forward certain suggestions on how to set up a more reasonable standard in the planning for the division between advertisement-forbidden areas and advertisement-control areas,and on how to define the compilation scope and depth of the design.
