摘　　要： 2013年菲律宾经济、外交继续呈现向上发展的态势。经济和外交的成绩为阿基诺三世政府带来了不错的回报。然而,短期的景气并不能对菲律宾产生结构性的影响。权贵政治、反政府武装、粮食安全、失业等问题依然对菲律宾国内政治、经济有着不可忽视的影响。2013年菲律宾通过在南海争端方面对华采取强硬政策而得到不少来自于美国、日本的外交恩惠。然而,与中国关系每况愈下也为菲律宾在东亚地区的长期利益埋下隐患。 The Philippines＇ economy had been progressing well in 2013, and so did foreign affairs. These achieve- ments brought rewards for Benigno Aquino m＇s mediocre domestic politics also. However, it was difficult for the Philippines to achieve all-round economic development in a short time. There were still many negatives in the Phil- ippines which cannot be ignored, such as the elite groups, anti-government armed forces, the issue of food securi- ty, unemployment, and so on. The Philippines continued its＇ uncompromising policy towards China in dealing with the South China Sea disputes in 2013 which made the Philippines develop better relations with U.S. and Japan, but had to face deteriorating relations with China at the same time and future.
