摘　　要： 公民参与的各主体禀赋和力量的差异,影响着公共意见表达的质量。通过积极构建"公共审议"的现代公民参与理念,平衡社会不同阶层的价值偏好和利益诉求,不断完善公民参与公共事务的机制,从而实现地方治理与公民参与的有效衔接和良性互动。 The differences between the endowments and the power of citizens as participants affect the quality of public opinions. The modem concept of citizen participation concerning to ＂public deliberation＂ could contribute to achieve the balance between the value preferences and the interests demands of various social strata. Consequently, the mechanism for citizens＇ participation in public affairs would be improved and the benign interaction and effective connection between citizen participation and local governance could be subsequently achieved.
